Complying with funder OA policies: summary

This is a summary of the requirements of some of the major funding bodies with OA policies.

Arthritis Research Campaign

Dates of coverage: All primary research papers submitted for publication on or after January 1st 2007.
What to deposit: Peer reviewed research papers funded wholly or partly by ARC. The policy does not apply to book chapters, editorials, case reports, reviews or conference proceedings.
When to deposit: Within six months of publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central.
How to comply - full details
Funds for OA charges: Grant holders may apply for additional funding to cover the costs of publisher OA options. Application form available at http://www.arc-research.org.uk/documents/forms/OACCESS.dot. Applications should be e-mailed to applications@arc.org.uk.
Comments: ARC encourage authors to choose option 1 where possible, as this does not incur any charges. However, if paid OA is the only option this is permitted.

Biotechnology and Biological Sciences Research Council

Dates of coverage: Awards from grant applications submitted from 1 October 2006.
What to deposit: Any resulting published journal article or conference proceedings.
When to deposit: At the earliest possible opportunity.
How to comply:
1. Publish in a journal that permits the deposit of the final manuscript in a institutional repository such as Enlighten and ensure deposition is carried out OR
2. Publish in a journal that permits the deposit of the final manuscript in a subject based repository such as PubMed Central and ensure deposition is carried out OR
3. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that BBSRC does not provide funds for this.
How to comply - full details
Funds for OA charges: Not provided by BBSRC.
Comments: Reasonable publisher embargo periods are acceptable (BBSRC do not define ‘reasonable’).

British Heart Foundation

Dates of coverage: All grant holders from 8th January 2007 (new and existing).
What to deposit: Peer-reviewed research paper accepted for publication, supported in whole or in part by BHF funding.
When to deposit: Within six months of publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central.
How to comply - full details
Funds for OA charges: If extra publication costs are required for open access in UK PubMed Central, BHF will reimburse valid fees, or a proportion in the case of multiple funders, on full papers acknowledging BHF with the grant number. The University should pay the open access charge in the first instance and then submit a claim stating the BHF grant number to BHF with a copy of the journal’s open access invoice and a copy of the published paper. Exceptions: If a researcher wishes to publish a paper in a journal that will not allow deposition in UK PubMed Central and open access within 6 months of publication, a case must be made in advance to BHF, which will grant the request only in exceptional circumstances.

Cancer Research UK

Dates of coverage: All grant holders (new and existing) from 1st June 2007.
What to deposit: Peer-reviewed, published papers arising from Cancer Research UK funded work.
When to deposit: As soon as possible and no later than 6 months after publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that Cancer Research does not provide funds for this.
How to comply - full details
Funds for OA charges: Cancer Research UK will not make additional funds available to cover the costs of open access publishing at this stage. However, the situation will be closely monitored and actual costs to researchers will be reviewed in summer 2008.
Exceptions: Cancer Research UK's open access policy allows for publication in non-compliant journals in exceptional circumstances. If you wish to publish in one of these journals, you will need to make a case for this course of action in advance of submitting your manuscript by emailing ukpmc@cancer.org.uk.

Chief Scientist Office (Scottish Executive)

Dates of coverage: From Spring 2006 (exact date not provided).
What to deposit: All papers arising from the funded research and accepted for publication.
When to deposit: Within 6 months of publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that CSO does not provide funds for this.

Department of Health/National Institute for Health Research

Dates of coverage: Publications resulting from applications submitted from 1st April 2007.
What to deposit: Research papers that have been accepted for publication in a peer-reviewed journal and final reports/executive summaries of projects supported in whole or in part by DH funding.
When to deposit: At the earliest opportunity – and in any case within six months of publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that DH/NIHR does not provide funds for this.
How to comply - full details
Funds for OA charges: Not available from DH/NIHR.
Exceptions: Where researchers inform the NIHR of their wish to publish a paper in a journal that is unwilling to agree either to author/institution-ownership of copyright, or to deposition in UK PubMed Central within six months, the NIHR may grant permission for authors to submit the paper for publication in such a journal.
Comments: Applies to research funded by the Department of Health through National Institute for Health Research.

Economic and Social Research Council

Dates of coverage: Awards from grant applications submitted from 1 October 2006
What to deposit: A copy of any resultant articles published in journals or conference proceedings.
When to deposit: At the earliest opportunity
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in the ESRC awards and outputs repository by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, whereby authors are permitted to deposit in subject based repositories, but note that ESCR does not provide funds for this.
How to comply - full details
Funds for OA charges: ESRC's guidance is that authors choose where to place their research and that it is for author's institutions to decide whether they are prepared to use funds from full economic costs (or other income) to pay any page charges or other publishing fees.

Medical Research Council

Dates of coverage: Covers all grant holders whose proposals were submitted from 1 October 2006.
What to deposit: Peer-reviewed, original (primary) research publications that have been supported, in whole or in part, by the MRC. The policy does not apply to book chapters, editorials, reviews or conference proceedings.
When to deposit: As soon as possible, and in any event within six months of the journal publisher’s official date of final publication.
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central.
How to comply - full details
Funds for OA charges: The MRC will pay “author pays” (article process) charges where these have been included under Directly Incurred Costs on grant proposals and where these costs fall within the period of the grant. Anticipated future publication costs (Author Pays charges) should be part of an institution’s indirect costs under the full economic costing regime. Applicants submitting proposals after 1 October 2006 are expected to apply in this way.
Exceptions: If a researcher wishes to publish a paper in a journal that is unwilling to agree either to author/institution-ownership of copyright or to deposition in UK PubMed Central within six months, the MRC may, in very exceptional cases, grant permission for authors to submit the paper for publication in such a journal. Such permission is likely to be granted only if a strong case can be made that the paper needs to be published in a particular journal and if there is evidence that the author has raised the issue with the publisher. Requests should be made in writing before the paper is formally submitted for the first time to Tony Peatfield (tony.peatfield@headoffice.mrc.ac.uk), including details of:

  • Your current employing institution (or MRC Unit)
  • Title and abstract of the paper MRC grant reference number (if applicable)
  • The name of the journal you would like to submit the paper to, and the reasons for choosing that journal 
  • The titles of at least two alternative journals that meet the MRC’s Open Access policy
  • Evidence, specific to this paper, that the publisher will not agree either to author/institution-ownership of copyright, or to deposition in UK PubMed Central within six months.

The MRC aims to reply within 10 working days. The MRC will review this position in 2008.

National Institutes of Health

Dates of coverage: All peer-reviewed articles accepted for publication on or after April 7, 2008.
What to deposit: All peer-reviewed articles that arise, in whole or in part, from direct costs funded by NIH
When to deposit: No later than 12 months after the official date of publication
How to comply:
1. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out OR
2. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that NIH does not provide funds for this.

2. Publish in a journal that permits the deposit of the final manuscript in a subject based repository such as PubMed Central and ensure deposition is carried out OR
3. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central, but note that NERC does not provide funds for this.

What to deposit: Journal articles or conference proceedings, published during or after the period of the grant.
When to deposit: At the earliest opportunity
How to comply:
1. Publish in a journal that permits the deposit of the final manuscript in a institutional repository such as Enlighten and ensure deposition is carried out OR
2. Publish in a journal that permits the deposit of the final manuscript in a subject based repository such as PubMed Central or arXiv and ensure deposition is carried out OR
3. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, whereby authors are permitted to deposit in subject based repositories, but note that STFC does not provide funds for this.

Dates of coverage: Covers all grant holders from 1st October 2006, irrespective of when grant was awarded.
What to deposit: Peer-reviewed, original (primary) research publications that have been supported, in whole or in part, by the Wellcome Trust. The policy does not apply to book chapters, editorials, reviews or conference proceedings.
When to deposit: As soon as possible and in any event within six months of the journal publisher's official date of final publication.
How to comply:
1. Submit the paper to a journal with a paid Open Access option or to an Open Access journal, where the publisher will take responsibility for deposition in UK PubMed Central OR
2. Publish in a journal that permits deposition of the final manuscript in UK PubMed Central or PubMed Central by the author or by GU repository staff and ensure deposition is carried out.

Funds for OA charges: Funds have been provided to Glasgow University by the Wellcome Trust to meet the costs of publisher’s open access options. Contact John O’Dowd in Research & Enterprise (J.O'Dowd@enterprise.gla.ac.uk) for details of how to access these funds.
Comments: If a publisher offers a paid OA option you are not obliged to select this option so long as the publisher will permit you to deposit your final manuscript in UK PubMed Central. However, if a publisher only offers a funded access option – which provides free access to the published version in PubMed Central/ UK PubMed Central, at the time of publication – then to comply with the Trust Grant Conditions the author must select this option.
